When it changes
One list per item
The weekly newsletter is the weekend. This is the burn ban that flips at 4 p.m., a two-hour delay, or a road that closes. Pick the item. Your email joins that list only.
Each item is its own list. A school delay does not go to the burn-ban list. The weekly newsletter is separate and still lives on the front page. The address and the mobile number are stored on that list. The desk can see them under Status lists.
